In brief remarks, Duggan said Detroit has made much progress in the last four years and since emerging from bankruptcy, but the city is continuing to work toward a defined future, one that includes all Detroiters.
“Nobody had an idea what the future was (four years ago),” Duggan said. “… At that point, the city had completely lost its right to self-determination. We had an emergency manager and bankruptcy board in charge of our destiny … We know what our mission is now.
